Social grooming in horses is seen as a way to signal comfort and affection for others in their herd. This is a sign of friendship. Mares and foals often nudge, bite and nuzzle each other after nursing for comfort. With twins Annie and Luna I often see mutual grooming, when all 3 horses nibble at each other together.
