The state executed Black after Tennessee Gov. Bill Lee declined requests from attorneys, advocacy groups and even some Republicans to intervene.

The 41 arrests and 64 machine-gun conversion devices seized were the culmination of a two-month operation. The devices are linked to mass shootings.
