The basic idea is to shine a flashing light on a spinning object, and when it appears stationary the stroboscope will indicate the rotational speed.

Simplest is using the Mac Tools TL500E dial-back timing light. With the Mac advance timing light there's no need to try reading the small markings at the damper.
