Overwatch 2 requires all players — including those that play on console — to activate SMS Protect with a valid phone number on their Battle.net account before they can play.

So Blizzard has made this specific exception. If you were an Overwatch player with a connected Battle.net account, you won’t have to give a phone number to be able to register and play.
