Alec Guettel, co-founder of the contract-management software firm Knowable, recalled working with a big company whose 250,000 contracts generated 70,000 questions for his company in one year.

He works as a director at SHI International Corporation, which provides software integration to the city through an active three-year $6 million contract, according to a city contract database.

Through this new $950 million multiple-award contract, the command is seeking commercial software services to support how it develops applications.
