The legislators who started the state's 'Code Blue' program say it isn't working everywhere.

A ‘Code Blue’ has been declared for Allegheny County, now in effect through Saturday night as temperatures just drop below freezing.

Monroe County Executive Adam Bello expands 'Code Blue' services which includes RTS providing free rides to warming shelter locations.

Last season, Code Blue served 901 people, including serving as a shelter during the Buffalo Blizzard.
