Microsoft continues to chip away at the venerable Windows 10 Control Panel by now testing the redirection of the 'Program and Features' control panel to the modern 'Apps & Features' Settings page.
If your Control Panel does not or will not open in Windows, then this post will help you troubleshoot and fix the problem. Maybe your .cpl files have been damaged or the reason could anything else.

In Windows 8, Microsoft introduced PC Settings, a modern, touch optimized app that contained many of the same features, but referred back to the Control Panel for more advanced settings.
Future versions of Windows 10 might remove the legacy Control Panel app in favor of the modern settings page. The change may come in the fall 2020 update.
Still, if Microsoft wants to eventually axe the entire Control Panel, it will need to do a much better job about communicating changes to Windows 10 users, whether they are Windows Insiders or not ...
